5.5 magnitude earthquake strikes off Japan

Tokyo - A 5.5-magnitude earthquake struck off the northeast coast of Japan today, the United States Geological Survey (USGS) reported.

The quake hit at depth of 40 kilometres at 11:59 pm (1459 GMT Saturday), about 123 kilometres east of the northern city of Sendai, the USGS said. There were no immediate reports of damage.

A powerful 7.3-magnitude undersea quake off the northeast coast earlier this month triggered a one-metre-high tsunami but no reports of fatalities.

In March last year a devastating earthquake and tsunami in the same area left some 19,000 people dead or missing and crippled the Fukushima nuclear power plant in the world's worst atomic disaster in 25 years.

Korean Galaxy Note 2 sales reportedly top 1 million

It's no secret that Samsung's Galaxy Note 2 has been a big seller around the world. Last month brought news that the 5.5-inch device had shifted five million units worldwide, and now reports from the Korean press suggest that one million of those were sold in Samsung's home country. The Galaxy Note 2 launched in Korea just over three months ago in late September, preceding a wider international launch in October.

Korean news site MK reported the one million milestone today, while also stating that the Note 2 is selling three times as fast as its predecessor. After hitting one million units sold globally before the end of 2011, the original Note went on to sell ten million units in ten months.

With smartphone screen sizes set to increase in 2013, it'll be interesting to see how the Galaxy Note 2 fares in the face of the big-screened competition. Rumors suggest that Samsung is planning to diversify its Note line with a new tablet, possibly in the 7-inch area. Whatever's announced and however big it is, we'll be covering it in full in the new year.

(AP) ? Israel has started allowing long-banned building materials into the Gaza Strip, its first key concession to the territory's Hamas rulers under a cease-fire that ended eight days of intense fighting last month, the military said Monday.

Israel offered an added incentive to the Islamic militant Hamas as well, with the military saying shipments will continue and a 5-year-old blockade of the Palestinian territory may be eased even further if the border remains quiet.

"Now we're talking about a permanent easing," said military spokesman Maj. Guy Inbar. He said 20 truckloads a day could enter Gaza depending on demand and other concessions may follow.

"The longer the calm persists, the more we'll weigh additional easings of restrictions that will benefit the private sector," he said.

A Hamas official described the quantity sent so far as "cosmetic" and Gaza economists said it would take years of round-the-clock shipments to even make a dent in the gap left by the five years of blockade.

Israel imposed a wide-ranging land and naval embargo on Gaza after the Islamic militant Hamas took over Gaza by force in 2007. Although it eased the land embargo in 2010, building materials such as cement, gravel and metal rods continued to be largely banned because Israel claimed militants could use them to make fortifications and weapons.

There had been limited exceptions. Israel last week authorized the entry of 60 trucks and buses for the first time since Hamas' 2007 Gaza takeover, though there are conflicting reports on whether vehicles have actually gone through.

The military said it began allowing shipments of gravel to Gaza's private sector on Sunday because the Israeli attacks on Hamas in November had stopped near-daily rocket attacks from Israel.

After the November hostilities, Israel and Hamas began indirect, Egyptian-brokered talks over new border arrangements.

Hamas still wants Israel to lift the remainder of the embargo, including a naval blockade still in place. In return, Israel demands an end to arms smuggling into Gaza.

Gazans also want another major concession from Israel, the lifting of a near-ban on exports from the impoverished territory. Exports, especially to the West Bank, the Palestinian territory on the opposite side of Israel, once formed the backbone of Gaza's economy. The West Bank and Gaza have separate, rival governments.

The army spokesman said exports might be expanded "depending on the continuation of the calm."

Critics contend the export ban punishes ordinary Gazans instead of pressuring Hamas, hurting four in five Gaza factories and contributing heavily to an unemployment rate of about one-third of the workforce. Eighty percent of Gaza's 1.6 million people rely on U.N. handouts.

Hundreds of smuggling tunnels under the Gaza-Egypt border gave Gazans a conduit for goods ? and weapons ? while the embargo remained intact.

Israel lifted its restrictions on consumer goods entering Gaza over land after a deadly Israeli naval raid on a blockade-busting flotilla in 2010 drew international attention to the Israeli blockade. But the blockade on construction materials remained in place, save for shipments used to build U.N. schools and a pilot project of shipments to the private sector a year ago.

"The Israelis promised to undertake further measures to alleviate the difficult economic situation in Gaza as a result of the calm," said Palestinian crossing official Raed Fattouh in Gaza, confirming that the Israelis had agreed to send in 20 trucks of gravel daily, five days a week. "This move had been expected as part of the deal."

Israel has not eased its naval blockade of the territory, which it says is imperative to keep weapons from being smuggled into Gaza by sea.

Egypt, which had joined the Israeli blockade, similarly eased its own restrictions on Saturday, allowing in 1,400 tons of gravel paid for by Qatar. The oil-rich emirate recently pledged $425 million to build housing, schools, a hospital and roads in Gaza as part of its attempt to build its influence in Palestinian politics and its power in the region, at the expense of regional rival Iran, Hamas' longtime patron.

Shipments from Egypt are expected to be ramped up to 4,000 tons daily, said Yassir al Shanti, Gaza's deputy minister of housing and public works. He estimated Gaza needs up to 3 million tons of gravel to build roads and that the Qatar-funded projects need more than 1 million tons.

The shipments from Egypt were launched following consultation with Israeli officials, who were in Cairo Thursday to discuss the cease-fire and other matters, an Egyptian official said last week.

Under former President Hosni Mubarak, Israel's longtime ally, Egypt had poor relations with Hamas, and teamed up with Israel to blockade Gaza. Egypt's new president, Mohammed Morsi, comes from Hamas' parent group, the Muslim Brotherhood, and has vowed not to abandon the Palestinians. But he is moving cautiously, in part to avoid alienating Cairo's biggest patron, the United States.

Palestinian economist Mouin Rajab said the new shipments would go only a small way to meet the needs Gaza has accumulated throughout five and a half years of blockade, during which time Hamas and Israel warred twice.

"Gaza needs more than what Israel has allowed and what Egypt has promised to allow. We are talking about six years of blockade, no real economy and no projects in addition to what Gaza lost during two wars in 2009 and 2012," Rajab said.

A Hamas government official in Gaza said there was still a long way to go.

"This amount which has been sent by the Israelis still is cosmetic," he said. "Israel, according to the understanding, should allow more building materials into Gaza as part of the understandings reached by Cairo. We are waiting and we told the Egyptians that."

He spoke on condition of anonymity because he was not authorized to discuss the understandings.

Reconstruction since the 2009 fighting has been slow, in large part because of the blockades. To make up the shortage, a bustling smuggling industry through underground tunnels along the Egyptian border has sprung up. While prices for key construction goods have come down, they still remain expensive for the majority of Gaza's 1.6 million people, 80 percent of whom rely on U.N. handouts.

Israel and Hamas shun each other, so Egypt is mediating the new border arrangements. A Hamas official, speaking on condition of anonymity because he wasn't authorized to disclose confidential contacts, said a Hamas delegation arrived Sunday night in Cairo to meet with Egyptian security officials for a second round of talks on the border arrangements.

KwaZulu-Natal transport MEC Willies Mchunu has suspended all tests for Road Traffic Inspectorate jobs after seven people died.

The SABC reported that he said he would investigate the incident whereby "scores" of people who were trying to get a job at the road traffic inspectorate, collapsed during a fitness test.

"More than 34,000 applicants qualified for the 90 trainee posts which were advertised," said Mchunu in a statement.

He said that 15,600 applicants attended a fitness test at the Harry Gwala Stadium on Thursday, and a similar number attended on Friday.

"Scores of them could not cope with the hot weather condition and collapsed."

Many were taken to hospital.

Claim seeks $100 million for child survivor of Connecticut school shooting

MERIDEN, Connecticut (Reuters) - A $100 million claim on behalf of a 6-year-old survivor is the first legal action to come out of the Connecticut school shooting that left 26 children and adults dead two weeks ago.

The unidentified client, referred to as Jill Doe, heard "cursing, screaming, and shooting" over the school intercom when the gunman, 20-year-old Adam Lanza, opened fire, according to the claim filed by New Haven-based attorney Irv Pinsky.

"As a consequence, the ... child has sustained emotional and psychological trauma and injury, the nature and extent of which are yet to be determined," the claim said.

Pinsky said he filed a claim on Thursday with state Claims Commissioner J. Paul Vance Jr., whose office must give permission before a lawsuit can be filed against the state.

"We all know its going to happen again," Pinsky said on Friday. "Society has to take action."

Twenty children and six adults were shot dead on December 14 at the Sandy Hook Elementary School in Newtown, Connecticut. The children were all 6 and 7 years old.

Pinsky's claim said that the state Board of Education, Department of Education and Education Commissioner had failed to take appropriate steps to protect children from "foreseeable harm."

It said they had failed to provide a "safe school setting" or design "an effective student safety emergency response plan and protocol."

Pinsky said he was approached by the child's parents within a week of the shooting.

The shooting, which also left the gunman dead, has prompted extensive debate about gun control and the suggestion by the National Rifle Association that schools be patrolled by armed guards. Police have said the gunman killed his mother at their home in Newtown before going to the school.

Woman charged with lying to FBI about Newtown scam

(Reuters) - A New York City woman who used her Facebook page to dupe donors into contributing to a "funeral fund" for one of the children killed in the Sandy Hook Elementary School massacre was charged with lying to the FBI, court documents showed.

Nouel Alba, 37, of the Bronx, used a Facebook page to pose as the aunt of one of the victims, 6-year-old Noah Pozner, and encouraged potential donors to contribute to a PayPal account in her name she had set up last February, according to court papers.

Alba, who made an initial appearance on Thursday before a U.S. magistrate in Connecticut, also claimed to have visited Sandy Hook school to identify the body of the boy, court records show, even though the school was an active crime scene closed off to parents.

When contacted by Federal Bureau of Investigation agents probing reports of fraudulent fundraising following the December 14 shooting, Alba claimed not to have posted any information related to Newtown on her Facebook account, or to have solicited donations or recently accessed her PayPal account.

Authorities also charge that she claimed falsely to have immediately refunded donations that she received.

She has been charged with a single count of lying to a federal agent, according to court papers. If convicted, Alba faces a maximum five years in prison and a $250,000 fine. She was released on a $50,000 bond.

Alba's next court appearance was set for January 16.

Her arrest on Thursday came roughly two weeks after police say 20-year-old Adam Lanza forced his way into the Sandy Hook school, killing 20 first graders and six staff members with a semi-automatic weapon.

Before the rampage, police say Lanza killed his mother, Nancy Lanza, at their home about 5 miles from the school. Lanza killed himself as police arrived at the school in response to 911 calls.

The massacre ranks as the second-deadliest school shooting in U.S. history after the 2007 shooting at Virginia Tech University in Blacksburg, Virginia, which left 32 people dead.

The public defender assigned to Alba's case did not immediately return a phone call seeking comment. Prosecutors with the U.S. Attorneys Office in New Haven did not return calls seeking comment.

Red Sox get All-Star closer Hanrahan from Pirates

BOSTON (AP) ? If Joel Hanrahan can do for the Boston Red Sox what he did against them, they should be very happy with their new closer.

In the first of his two All-Star seasons, the right-hander posted back-to-back saves for the Pittsburgh Pirates with perfect ninth innings against the Red Sox in June 2011. He struck out Adrian Gonzalez, who entered the series batting .359, to end the second game.

"When people look back on me as a Pirate, that's the one that stands out the most to them," Hanrahan said Wednesday after being obtained in a six-player trade.

People such as Red Sox assistant general manager Brian O'Halloran.

"It definitely made an impression on me," he said. "It was not fun to be in the batter's box against Joel Hanrahan."

Now American League hitters will see what it's like.

Boston completed the deal Wednesday, also receiving infielder Brock Holt. The Red Sox gave up right-handers Mark Melancon and Stolmy Pimentel, infielder Ivan DeJesus Jr. and first baseman-outfielder Jerry Sands.

The Red Sox also announced the signing of free agent shortstop Stephen Drew, who agreed to a one-year contract early last week. The reported $9.5 million deal was contingent on Drew passing a physical. The former Oakland Athletic and Arizona Diamondback broke his ankle in 2011.

"We feel that he's going to be fully healthy for us," O'Halloran said.

The acquisition of Drew and Hanrahan are the latest in a series of moves designed to improve on a 69-93 record and a last-place finish in the AL East. The Red Sox already have obtained right-handers Ryan Dempster and Koji Uehara, outfielders Shane Victorino and Johnny Gomes and catcher David Ross.

Over the past two seasons, Hanrahan had 76 saves, fourth most in the National League, and a 2.24 ERA. Last season, he was 5-2 with a 2.72 ERA and 36 saves.

The six-year veteran will take over the closer's role that Alfredo Aceves struggled in most of last season before giving way to Andrew Bailey, who had missed most of the season with a right thumb injury.

In his first season with Boston, Bailey was 1-1 with a 7.04 ERA and six saves in nine opportunities over 19 games.

Manager John Farrell has talked with Hanrahan and Bailey and told them that Hanrahan will be the closer, although "we see Andrew as playing a very important role," O'Halloran said.

The Red Sox's search for a closer began when Jonathan Papelbon signed as a free agent with the Philadelphia Phillies after the 2011 season.

Hanrahan figured he was part of that quest when he heard his name in trade rumors involving the Red Sox, Detroit Tigers and Los Angeles Dodgers.

"I got excited" when he learned of the trade, Hanrahan said. "Obviously, the Red Sox have a great history and tradition and it's a huge sports city."

In six seasons, 2 1/2 with the Washington Nationals and 3 1/2 with the Pirates, he's 22-17 with a 3.74 ERA and 96 saves in 117 chances. His best season was 2011 when he went 1-4 with a 1.83 ERA, 40 saves in 44 opportunities and just 16 walks in 68 2-3 innings. His control slipped last season when he walked 36 in 59 2-3 innings.

Hanrahan said hamstring and ankle problems affected his pitching mechanics.

"I don't think the walks are going to be a concern," he said. "I feel good going to spring training."

Hanrahan said he's never been to Fenway Park, but O'Halloran doesn't think he'll have trouble adjusting to the American League.

"Joel Hanrahan has the stuff to pitch anywhere," he said.

Holt spent most of last season at Double-A Altoona, then hit .292 in 24 games with the Pirates, all in September.

Melancon was 0-2 with a 6.20 ERA in 41 relief appearances in his only season with Boston. Pimentel spent the season at Double-A Portland. Sands and DeJesus were obtained in a trade that sent Gonzalez, Josh Beckett and Carl Crawford to the Dodgers on Aug. 25.

Guns flood into buyback programs across US

In the wake of the Sandy Hook Elementary shootings, cities and police departments across the country organized events to buy back guns, hoping, they say, that fewer firearms on the street translates to fewer shooting deaths.

In Los Angeles, a gun buyback scheduled for May was pushed up to Wednesday because, Mayor Antonio Villaraigosa told Marketplace.org, ?People said, ?I don?t want to wait on the Congress. I?m tired of the endless debates about responsible gun control legislation. I want to do my part.??

That buyback in the Van Nuys district brought in 2,037 guns, including 75 assault-style weapons, NBCLosAngeles.com reported.

Gun buybacks are proving so popular that U.S. Rep. Gerald Connolly, D-Va., and Ted Deutch, D-Fla., have asked Congress to set aside $200 million for gun buyback programs, saying that amount could remove ?one million guns from our streets.?


But critics say buybacks are a fruitless exercise ? more political theater than effective policy.?

?It?s like trying to drain the Pacific with a bucket,? Alex Tabarrock of the conservative Independent Institute told USA Today in 2008. There are an estimated 310 million guns in the U.S.?-- about one for every U.S. resident.

A 2004 report released by the National Academies of Sciences called the premise for gun buyback programs ?flawed.?

?The guns typically surrendered in gun buy-backs are those that are least likely to be used in criminal activities,? the report says. ?Old, malfunctioning guns whose resale value is less than the reward offered in buy-back programs or guns owned by individuals who derive little value from the possession of guns (e.g. those who have inherited guns).?

Such criticism hasn't stopped police departments, which have hosted gun buybacks for years, encouraging residents to turn in their firearms ? no questions asked ? for cash or gift cards, usually $50 to $250. Some police departments offer a sliding scale, giving more money for semi-automatic firearms, which were used in the ambush on firefighters in Webster, N.Y., last week, the Newtown shootings two weeks ago, at the Sikh temple attack in Oak Creek, Wis., in August and in the theater shooting in Aurora, Colo., in July.

Among those turning in their guns in events this month were parents and grandparents who told reporters they worried about having weapons around.

A grandmother in Brooklyn attended a gun buyback the day after the Connecticut school shooting on Dec. 14?and told gothamist.com that fatal shooting of 20 children -- most of them 6 years old -- moved her to hand in her gun.

?It should inspire everyone,? she said. ?We?ve got to protect our children. I couldn?t wait for today to come so I could get rid of it. The shooting yesterday was an eye-opener. It was bone-chilling.?

In Camden County, N.J., police heard from residents who wanted to turn in their weapons in light of the Newtown shootings. The buyback there retrieved more than 1,100 weapons, according to the Philadelphia Inquirer.

That buyback was so successful that officials handed out all of the $110,000 in forfeited money that the Attorney General's Office had provided. They gave $39,000 in IOUs that they will honor with future forfeited money. Nearly all of the guns were operable, according to the Inquirer.

In Ithaca, N.Y., the Police Department announced plans for a gun buyback to ?remove unwanted guns from our community before they fall into the hands of those that may do harm.?

In southern Florida, an Uzi submachine gun ?like the one used by Scarface? was turned in to a buyback sponsored last weekend by the Opa-locka Police Department, the Miami Herald reported.

Two Uzi-style guns turned up at a buyback Friday in San Diego that was sponsored by African-American ministers. That buyback retrieved 360 weapons before 10 a.m., according to The Atlantic.

Bill Stowers, 59, told the Los Angeles Times he attended the San Diego gun buyback because he worried that his 12-gauge shotgun might fall into the wrong hands given the break-ins in his neighborhood.?

"I don't need this shotgun sitting around," Stowers said. He received a $50 gift card.

Reps. Connolly and Deutch, who proposed that $200 million be set aside for gun buybacks, say the gun buybacks would be a start, not a cure-all, to gun violence. In a letter to House Speaker John Boehner and Minority Leader Nancy Pelosi, they wrote:

The murder of 20 youngsters and six educators in their classrooms has galvanized the public?s desire for immediate action, and partnering with the States on a nationwide gun buyback program is a modest, common-sense start.

Free calls in Gmail extended for another year

In what is becoming a holiday tradition, Google has announced that Gmail users in the United States and Canada will be able to make domestic calls using the service until the end of next year. This follows similar announcements in 2011 and 2010.

Google's voice-over-IP tool is useful for someone who needs to call a Gmail contact quickly. When it was introduced in August 2010, Google said it would be available for free until the end of that year. But in late December, Google extended the free calls through 2011 ? and at the end of that year, extended it again through?2012.

Now Google says on its Gmail blog?that free calling within the U.S. and Canada will continue through 2013. Not an entirely unexpected announcement, but welcome to the many users of the service.

Chances are Google will never charge for domestic calls, something most people get gratis or at negligible cost anyway. The more people use the service for everyday phone?calls, the more likely they are to use it eventually for long-distance calls, which Google charges for.

Using the function is a simple as pressing the "phone" icon near your contacts in Gmail (you may need to download a plugin). Alternatively, follow the simple instructions in this link.

Mount Hood searchers use smartphone GPS to try to locate missing ...

Search and rescue crews began a sunrise search to locate a veteran mountain guide and outdoor survival instructor who got lost Sunday in foggy and snowy conditions on Mount Hood with two female companions.

The trio used cellphones to place two calls to Hood River County emergency services for help on Sunday afternoon, said Russell Gubele, president of Mountain Wave Emergency Communications.

The missing group's car was found at White River West Sno Park on Oregon 35, a few miles north of U.S. 26.

They were planning to spend the night at a "rustic cabin" on the mountain, but rescue crews don't know where the cabin is or whether they reached it, Gubele said.

"We have some coordinates from the cell phone, but they're not very accurate," Gubele said.

The male hiker, who was not identified, is described as a former member of Portland Mountain Rescue who has been a professional guide on Mount Hood for several years.

"He continues to guide and teach survival techniques," said Rocky Henderson, team leader with Portland Mountain Rescue. "He is of the utmost competence."

Rescuers will likely face weather conditions that include thick fog and snow, Henderson said, pointing out that the hikers reported such heavy snowfall that they are not able to find their way out.

The group may be traveling on snowshoes.

Portland Mountain Rescue, the Hood River County Sheriff's Office and the Clackamas County Sheriff's Office are helping with the search, he said.

The advantages of a clickable URL are, (1) readers can go to your site simply by clicking on it,  and more importantly, (2) search engines will be able to record the ezine page containing your article as a link your web site, adding to your link popularity and search engine rankings. 8) Avoid hyping in your resource box. Your resource box, while promotional in nature, should be brief and tasteful. The purpose of your resource box is not to sell your readers something, but to lead them to your website which does the actual selling. Your resource box should contain your name, your company name, a brief description of your products or services, your web site?s URL, and a clickable link to your site. 9) Put some thought and effort into your writing. E-zines have varying standards for accepting articles, and some accept and publish all submissions without any human review at all. However, this does not mean you should write an article just for sake of having it published somewhere. If your article comes off as half-baked, readers may make a similar assumption about you and your business practices. 10) Submit your article to as many e-zines as feasible. There are dozens of e-zines on the web that welcome submissions from independent authors. Ideally, you?d want your article to be exposed on as many of them as you can.

If P Chidambaram finally does meet his targeted fiscal deficit target of 5.3 percent of GDP in 2012-13, he can thank a faulty system of government accounting for it. The reforms introduced by the government have nothing to do with it.

If they were, his Chief Economic Advisor Raghuram Rajan would not be asking for ?more painful steps? to contain the deficit. The Economic Times quotes Rajan as saying that the cap on LPG cylinders and the small diesel price hike isn?t enough pain. ?We are moving in the right direction. Yes, (but) more needs to be done to bring it (subsidy) below 2 percent (of GDP)? We have done something. Obviously we need to do more,?

If no major ?painful? decisions are forthcoming, one reason for it will be the outdated cash-based system of accounting which will allow him to get away with it.

At the heart of India?s bad accounting system is the treatment of revenues and expenditures on a ?cash? basis?which means if money is not in the bank account or not spent for the purposes it was earmarked, the accounts do not reflect the real picture.

For example, if money payable as subsidies in 2011-12 is actually paid out on 1 April 2012 instead of 31 March 2012, the 2011-12 budget deficit will look smaller. As for the next year?s budget, one can always put a small deficit figure and let the year decide where the actual numbers will go.

This is what Pranab Mukherjee did in the March budget, where he rolled over the balance subsidy payments due to oil companies for 2011-12 to this year, but failed to provide enough money even in this year?s budget. He provided around Rs 43,500 crore for oil subsidies this year, but almost all of it went to pay last year?s subsidies. This year?s kitty for oil subsidies started with zero.

This year, though, Chidambaram has other things working for him. While the subsidy bill is not going to disappear ? it can be rolled over to next year at best?most government departments are failing to spend the money allotted to their schemes and projects.

Net result: there will be a huge saving on expenses, even though projects will remain incomplete, and costs may escalate due to this delay in spending.

The upside is that his budget deficit will look smaller.

Business Standard reports that a quarter of over 100 spending departments had not spent even a third of the money allocated to them for 2012-13 till October. And since ministries are allowed to spend only 33 percent of a year?s total outlay in the last three months, these ministries will not end up spending their full allocations this year.

The newspaper says these ministries include atomic energy, pharmaceuticals, posts, consumer affairs, corporate affairs, power, steel and water resources. ?In the case of most of these departments/ministries, it is unlikely that their plan expenditure in November and December would be more than what they have spent during April-October.?

When ministries don?t spend what they are entitled to, the result is delayed projects, whose costs can then rise, and lower corporate incomes, since what the government spends goes to generating incomes for businesses that sell to government. In short, reducing the fiscal deficit by not spending allocations means helping the economy slow down further.

Says Vishal Bansal of Ernst & Young in BusinessLine: ?Policymakers have realised that reliance on cash-based accounting makes it harder to resolve complex financial challenges. In particular, cash basis does not provide a complete picture of the government?s liabilities, assets, cost of holding assets and their consumption. Also, it gives room for financial opportunism, and results may be changed by collecting advance taxes and/or delaying payment of expenses. The problem is compounded by a lack of disclosures in the financial report.?

The government is not only delaying expenses, but also taking its time making refunds to taxpayers. According to Chidambaram, this year refunds have totalled Rs 57,000 crore till mid-December against last year?s Rs 70,000 crore. One reason is the government?s decision to give priority to taxpayers who are owed loose change rather than big sums. He said: ?Somebody who has to get Rs 5 lakh can wait. Somebody who has to get Rs 5,000 should get first,? the minister said.

It is an equitable principle, but if not all the big refunds are paid quickly, the government benefits in two ways by accounting for it on a cash basis: the refund value does not account for the time value of the money, and the money owed may get shifted to the future, or even next year.

Isn?t it time the government stopped playing such accounting games to get the deficit in order?
